The Broadband Financial Committee provides a forum for investors to interact with operators and vendors. It also provides leadership on key financial and finance-related issues that will advance wireless broadband entities. The Committee develops and promotes best practices for the wireless broadband industry and assists other WCAI committees with finance-related issues, including corporate governance, finance strategies, mergers and acquisitions and IPO. |

WCAI to Host a Call on Achieving Cost Savings with Green IT
As WCAI members of all sizes are looking for ways to lower their operational costs during the economic recession, WCAI invited Rhonda Ascierto, a senior analyst at Datamonitor, to talk about ways to achieve that goal by deploying relatively inexpensive green technologies. Speaking on a conference call jointly organized by the WCAI’s Green Technology and Broadband Financial committees, Ascierto will also discuss some of the green strategies that businesses can pursue to achieve cost savings – and potentially gain a competitive advantage. Dear Chairman Martin:
The Commission is evaluating a proposal by some within the Educational Broadband Service ("EBS") community to reinstate the former fifteen year maximum permissible term of any lease of EBS spectrum. The Wireless Communications Association International, Inc. ("WCAI") and a wide range of 2.5 GHz broadband system operators and EBS licensees oppose that proposal because a fifteen year term is simply too short to allow an adequate return on the multi-billion dollar investment needed to fully develop the 2.5 GHz band. WCAI has explained that reimposing a fifteen year maximum term limit would be contrary to the policies underlying the Commission's Secondary Market policies and will drive investment to other spectrum bands to the detriment of the very educators that the proposal purports to benefit. There is no valid policy reason for that to occur - EBS licensees are well-equipped to negotiate leasing arrangements that fully protect their current and future educational needs, and lessees are willing to accommodate those needs, without arbitrary "one size fits all" Commission restrictions.
